The Board of Directors of the San Benito County Water
District convened in Regular Session. Directors John Tobias, Ken Perry, Gary
Gonzales and Bob Swanson were present together with District Manager/Engineer
John S. Gregg, District Counsel David Pipal, Operations and Maintenance
Supervisor Cliff Thatcher and Administrative Services Officer Janet L. Torres.
a. Pledge of Allegiance to the Flag
President Tobias called the
meeting to order and led the pledge of allegiance to the flag.
b. Approval of Agenda
Upon a motion duly made,
seconded and unanimously the Agenda was approved.
c. Public Input
President Tobias opened and
closed the Public Input portion of the meeting hearing no input from the
public.
Consent Agenda
1. Approval of Minutes for: January
26, 2000 – Regular Meeting
February
1, 2000 – Special Meeting
2. Allowance of Claims
Upon motion duly made, seconded and unanimously carried the
Consent Agenda was approved.
REGULAR AGENDA
3. Review Procedures for Filling District
Board of Directors Vacancy and Consider District Action (Pipal)
District Counsel Pipal reported the Board was in receipt of
a letter of resignation from Wm. Rupert dated February 22, 2000. He suggested
the Board follow the same procedure for filling this position as used before.
Upon motion duly made, seconded and unanimously carried,
the Board agreed to announce the vacancy in the local paper, post the public
notice in three public places throughout the county,
declare the deadline for accepting applications to be close of business March
17th and hold a Special Meeting on March 23rd to review
and select a new Director.
4. Report on City of Hollister, Sunnyslope
County Water District "Lessalt" Water Treatment Plant
Jim Perrine reported on the "Lessalt" Water
Treatment Plant. He reviewed the suggested timeline for the completion of the
plant.
The Directors referred the matter to the Water Treatment
Committee.
5. Report on Water Resources Association
Groundwater Management Plan Programmatic Environmental Impact Report (PEIR)
District Manager/Engineer John S. Gregg reported that two
agencies have submitted proposals and have been interviewed. He reported the
programmatic EIR should be completed in approximately 18 to 24 months.
6. Committee Reports:
a) Groundwater
Committee
District
Manager/Engineer John S. Gregg reported the committee will be meeting with
other agencies regarding cost sharing.
b) Hernandez/Paicines Committee
District
Manager/Engineer John S. Gregg reported the committee met and discussed Zone 3
and Zone 6 cooperative or integrated operation.
7. District Manager/Engineer’s Report:
The
repair is almost complete. The work remaining is removing the dish head and
repairing the valve, which will take approximately 7 days.
San
Benito County Water District is a joint applicant with the City of San Juan
Bautista. The project has been appointed ½ million dollar grant. The project
will be completed in phases.
c) San Benito River Water Rights Complaint
A
complaint has been filed with the State Water Resources Control Board against
San Benito County Water District alleging illegal movement of water in the San
Benito River. A response from the Water District is due March 7th.
d) San Benito River System Operations
Since
the last storm, Hernandez Reservoir is at approximately 14,200 acre feet.
e) 2000-2001 Water Supply
A
tentative announcement has been made that San Benito County Water District will
receive 50% of Agricultural water and 75% of M & I water. We have not
received a confirming report at this time.
f) USBR Contract Negotiations
The
regional negotiations will be held in Los Banos next
week.
