7:30 p.m.

          The Board of Directors of the San Benito County Water District convened in Special Session. Directors Bob Swanson, Gary Gonzales, Ken Perry and John Tobias were present together with District Manager/Engineer John S. Gregg, District Counsel David Pipal, and Administrative Services Officer Janet L. Torres.

a.       Pledge of Allegiance to the Flag

President Tobias called the meeting to order and led the Pledge of Allegiance to the Flag.

b.       Public Input

          President Tobias opened and closed the public hearing portion of the meeting, hearing no comment from the public.

          President Tobias moved Item #2, Investment Policy Review to the first item, due to the representatives of PFM were from out of town.

2.      INVESTMENT POLICY REVIEW

          District Manager/Engineer Gregg introduced Nancy Jones from PFM. She reviewed the District’s Investment Policy and Portfolio and PFM’s recommendations. She stated the District’s Investment Policy is in compliance with the Government Code and the District’s Portfolio is in compliance with the Investment Policy and Government Code.

          Administrative Services Officer Torres reported the Notice of Vacancy was posted in three different locations and was published in the Freelance on March 2nd and March 9th, 2000.

          Upon a motion duly made, seconded and unanimously carried, advertisement for the vacant position will not be continued.

          This Item will be placed on the Regular Board Meeting Agenda.

 

3.      MEMORANDUM OF UNDERSTANDING BETWEEN SAN BENITO COUNTY WATER DISTRICT AND SERVICE EMPLOYEE INTERNATIONAL UNION – SEIU, LOCAL 817 (FIELD AND OFFICE EMPLOYEES REPRESENTATION UNIT)

a.       Executive Session: Conference with Labor Negotiator

          Pursuant to Government Code Section 54957.8

          Agency Negotiator:       District Manager/Engineer

          Field and Office Employee Unit:     SEIU-Local 817

The Board went into Executive Session pursuant to Government Code Section 54957.8. There were no motions made or actions taken.

b.       Consider Approval of Memorandum of Understanding

          District Manager/Engineer Gregg reviewed the Memorandum of Understanding.

Upon motion duly made, seconded and unanimously carried, the Memorandum of Understanding between San Benito County Water District and Service Employees International Union – SEIU, Local 817 was approved.

          The meeting was adjourned to a Regular Meeting to be held on March 29, 2000 at 7:30 p.m., 30 Mansfield Road, Hollister, California.
