The Board of Directors of the San Benito County Water District convened in
special session. All members of the Board with the exception of Director Gonzales, were present together with District Manager
a. Pledge of Allegiance to the Flag:
Director Ken Perry asked all to stand and recite the Pledge of Allegiance to the
Flag.
b. APPROVAL OF AGENDA:
Upon motion duly made, seconded and carried, the agenda was approved as presented.
c. PUBLIC INPUT:
There was no public input at this time. Director Rupert introduced Mike Eastman, publisher for the FreeLance.
1. PRESENTATION OF HOLLISTER AREA WATER TREATMENT PLANT INCLUDING MEMBRANE FILTRATION:
Due to the absence of President Swanson this item was moved to the end of the meeting.
2. AUTHORIZATION
TO PAY PRINCIPAL
District Manager Gregg summarized the need for authorization of payment of
the principal and interest due
President Swanson was in attendance at this time.
3. DISCUSSION
District Manager Gregg reported on the progress on the repairs to the Hollister Conduit due to lateral movement of Pacheco Creek. He stated Fish and Game and the Corps of Engineers have been contacted and the District’s mapping is adequate. Manager Gregg stated an optimistic completion date would be November 13 ,1998 for the repairs.
Manager Gregg reported during an initial biological survey red legged frog have been found. He stated the District may need to obtain a permit from the Corps of Engineers to proceed. He stated a report on the progress and preliminary design will be placed on the agenda for the regular meeting on July 29th.
President Swanson opened the public comment period.
Mike Smith asked what the anticipated depth of the proposed structure and what type of material will be used. Manager Gregg stated the District will use 600 feet of concrete cylinder pipe to match what is currently there. He stated there would be an under cover of 5 to 8 feet, and the pipe will be 54" in diameter. Mr. Smith asked if the pipe would be cement lined? Manager Gregg stated it would.
1. PRESENTATION OF HOLLISTER AREA WATER TREATMENT PLANT INCLUDING MEMBRANE FILTRATION:
Jim Perrine from the City of Hollister introduced Brian Walters and Cord Abney from Walters Engineering.
Manager Gregg, Brian Walters and Cord Abney made presentations on the Hollister Area Water Treatment Plant. Director Perry asked if a site had been chosen. Brian Walters stated a preferred site was picked by Walters Engineering. Cord Abney added they were not locked in to that particular site.
Jim Perrine stated demonstration of the pilot plants are going on right now. He stated the city is looking at different pilot projects, made by different manufactures. Director Rupert asked what the next milestone would be. Jim Perrine stated thoroughly scoping the process such as refining costs, refine siting issues, then on to financing and design. President Swanson stated the Board appreciated the presentation and is looking forward to working with the City and appropriate agencies in future.
President Swanson opened the public comment period. Ruben Martinez asked what is the actual pilot project the District is working on? Manager Gregg stated the District is working on a membrane filtration project that help in removing pathogenic organisms in the county’s drinking water. He went on to state the District will address the taste and odor issue down the line. Director Perry stated the blending process needs to be a primary goal so all the water tastes and smells the same throughout county.
Mike Smith asked if Walters Engineering had spoken to Santa Clara County Water District regarding pilot programs? Mr. Abney stated he had not and he was unsure if anyone else from Walters Engineering had.
