The Board of Directors of the San Benito County Water District convened in
regular session. President Robert M. Swanson, Director Ken Perry, Director
William Rupert, Director Jerry Buzzetta were present together with District
Manager
a. PLEDGE OF ALLEGIANCE:
President Swanson requested all to stand and recite the Pledge of Allegiance to the flag.
b. APPROVAL OF AGENDA:
Upon motion duly made, seconded and carried, the agenda was approved as presented.
c. PUBLIC INPUT:
The public comment period was opened and closed by President Swanson, hearing no comment.
1-2. APPROVAL OF MINUTES FOR JULY 29, 1998-REGULAR MEETING; AUGUST 13, 1998-SPECIAL MEETING; ALLOWANCE OF CLAIMS:
President Swanson asked if there were any questions regarding the Minutes or the Claims; Director Rupert asked if the promotional materials purchased were for the street festival and were educational purposes. District Manager Gregg stated they were and both Minutes and Claims were approved, upon a motion duly made, seconded and carried.
3. CONSIDER RESOLUTION AMENDING THE STANDARD MODEL CONFLICT OF INTEREST CODE FOR THE SAN BENITO COUNTY WATER DISTRICT:
District Manager Gregg briefly explained the reason for the change of Standard Model Conflict of Interest Code for San Benito County Water District.
Upon motion duly made, seconded and carried, Resolution No. 98-17 was adopted.
4. CONSIDER RESOLUTION CHANGING REGULAR MEETING DATE FOR THE MONTH OF SEPTEMBER, 1998:
Upon motion duly made, seconded and carried, Resolution No. 98-18 was adopted moving September’s Regular Meeting to September 23, 1998.
5. CONSIDER RESOLUTION HONORING HOWARD W. HARRIS FOR HIS DEDICATION AND CONTRIBUTION TO THE SAN BENITO COUNTY WATER DISTRICT AND COMMUNITY:
President Swanson read the proposed resolution and upon motion duly made, seconded and carried, Resolution No. 98-19 was adopted with the required changes to Directors attendance.
6. COMMITTEE REPORTS
A) INVESTMENT COMMITTEE (GONZALES/BUZZETTA):
A brief investment overview was presented by District Manager Gregg. A Special
Meeting was set for
B) GROUNDWATER COMMITTEE (PERRY/GONZALES):
District Manager Gregg stated this committee has had conflicts with scheduling meetings so there is nothing to report. He stated another meeting needs to be scheduled and a report will be presented at the next regular meeting.
Director Buzzetta arrived at this time.
7. DISTRICT MANAGER/ENGINEER’S REPORT
A) SAN FELIPE DISTRIBUTION SYSTEM OPERATIONS:
District Manager Gregg stated the system is operating well from a physical standpoint. He stated there are some customers cooperating and some decline to cooperate. He stated the first approach will be friendly, and next approach will be more forceful.
B) HOLLISTER CONDUIT REPAIR:
District Manager Gregg stated
the District is proceeding with the project. He stated there is an issue of red
legged frogs in Pacheco Creek in
C) SAN BENITO RIVER SYSTEM OPERATIONS:
District Manager Gregg reported the District is continuing to monitor and maintain percolation. He stated the District will be working with individuals along the river to find a time (approximately 10 days) to stop flow at the dam, let the river dry up and make it up with increase releases or another proposal. Director Perry asked when this would take place? District Manager Gregg stated possibly the end of next week.
D) WATER CONSERVATION AND COMMUNITY INFORMATION PROGRAM:
District Manager Gregg stated the report is limited, due to the fact that the Groundwater Committee did not meet. He reported this project is running approximately three weeks behind schedule. He stated the District is dealing with a lot of significant issues such as, whose population figures to use, emergency response scenarios and asking the community to conserve water to name a few. He stated a report of the number of classroom presentations, will be forwarded to the Directors. Director Perry asked if San Juan Bautista was included in the urban study? District Manager Gregg stated the District extended an invitation to San Juan Bautista to participate and they did not respond.
Director Rupert asked how many berms were in the San Benito River operations this year? District Manager Gregg stated there were two.
Director Rupert asked about the tour of membrane filtration plant? District Manager Gregg stated Saturday morning, September 12, 1998 is a target date for a tour for community leaders and officials. He stated he was interested in story boards with information on the wells. President Swanson asked if the tour would be on the filtration plant on Lone Tree Road? District Manager Gregg stated it was. He stated there would be a brief presentation at the site. President Swanson asked if it would be better to have a tour of the Aquifer Storage and Recovery after it is up and running? District Manager Gregg stated the equipment is the same. Director Perry asked if the weather permits could both tours be set up on the same day? District Manager Gregg stated he would rather not conduct both tour on the same day. He suggested the District could use diagrams or pictures and talk about both systems at one site. Director Buzzetta asked which weekend would be chosen for a tour? Director Rupert suggested waiting until October. District Manager Gregg stated the target date would be October 10th, after the County Fair.
After a small break, President Swanson made a presentation of adopted Resolution No. 98-19 to Howard W. Harris. Howard W. Harris presented to President Swanson a chronicle with documentation dating back to 1923 which will be placed in the San Benito County Water District archives.
