Section 1. Ordinance No. 13, entitled an "Ordinance Adopting the Farmer’s Handbook, Rules and Regulations For Delivering and Receiving San Felipe Project Water Dated July 1, 1987 as Amended"; Ordinance No. 18, entitled an "Ordinance Establishing Rules Regarding Unused Water"; and Ordinance No. 23, entitled an "Ordinance Establishing Rules Regarding Unused Water" are hereby repealed.

Section 2. The repeal of Ordinance No. 13, 18 and 23 shall not repeal the repealing clause of such ordinance or revive any ordinance, which has been repealed thereby.

Section 3. If any section of this ordinance shall be held by a court of competent jurisdiction to be invalid, such decision of invalidity shall not affect the remaining portions of this ordinance which shall remain in full force and effect.

Section 4. This Ordinance is for the immediate preservation of the public peace, health or safety in that it relates to and affects procedures for contracting for imported water, which procedure must be in place immediately for the 2000-2001 Water Year. Therefore, this Ordinance shall take effect immediately upon its adoption and shall be published once in a newspaper of general circulation, published and printed in the County of San Benito, State of California, within fifteen (15) days after its adoption.

Section 5. The foregoing ordinance was introduced at a regular meeting at the Board of Directors of the San Benito County Water District held on the 26^th of January, 2000.
