RESOLUTION NO. 2003 – 23

 

A RESOLUTION OF THE SAN BENITO COUNTY WATER DISTRICT

APPROVING THE FINAL AMENDED

HOLLISTER AREA URBAN WATER MANAGEMENT PLAN 2000

 

 

          WHEREAS, the San Benito County Water District (SBCWD), Sunnyslope County Water District (SCWD) and the City of Hollister (COH) developed the Hollister Area Water Management Plan 2000, and

 

          WHEREAS, that Plan was approved by the SBCWD (SBCWD Resolution No. 99-14), SCWD and the COH; and

 

          WHEREAS, the State Department of Resources identified certain deficiencies in the Hollister Area Water Management Plan 2000; and

 

          NOW, THEREFORE BE IT RESOLVED the Board of Directors of the San Benito County Water District hereby resolves as follows:

 

  1. That it is the intent of the SBCWD to prepare jointly with SCWD, and COH an updated Hollister Area Urban Water Management Plan 2000 meeting the requirements for five (5) year updates as set forth in an applicable state law.
  2. That the Final Amended Hollister Area Urban Water Management Plan 2000 (Final UWMP2000) dated July 25, 2003 is hereby adopted by the Board of Directors of the SBCWD and incorporated into this Resolution by reference, together with District Resolution No. 99-14.  A copy of the Plan is available for public review during normal business hours at the District office located at 30 Mansfield Road, Hollister, California.
  3. That no later that sixty (60) days from September 24, 2003, the District shall deliver the Final UWMP2000, together with this Resolution to the City’s of Hollister and San Juan Bautista, and the County of San Benito.
  4. That the District Manager is directed to file the Final UWMP2000 with the State Department of Water Resources no later that thirty (30) days after September 24, 2003.
  5. The Final UWMP2000, as adopted by the District, is not intended as a tool to be used exclusively for land use planning agencies as a substitute for comprehensive study and investigation of water availability, reliability, and quality for development projects and land use changes proposed in San Benito County or the City’s of Hollister, and San Juan Bautista, for the reasons stated in the recitals of Resolution 99-14.
  6. The District Manager is hereby directed to continue to implement water conservation and recycled water programs as funded through the District’s Annual Budgets, including water shortage contingency analysis and recommendations to the District’s Board regarding procedures to carryout effective water conservation and recycling programs in order to meet the requirements of the Groundwater Management Plan for the San Benito County Part of the Gilroy-Hollister Groundwater Basin as updated from time-to-time and to meet statutory and contractual obligations.

 

The forgoing Resolution was adopted on September 24, 2003 by the following vote:
