WHEREAS, a Memorandum of Understanding executed in May 1997 by City of Hollister, City of San Juan Bautista, San Benito County Water District, Sunnyslope County Water District and Tres Pinos County Water District and endorsed by Aromas Water District initiated a process for developing a Groundwater Management Plan for the San Benito County part of the Gilroy-Hollister Groundwater Basin, and

WHEREAS, an Agency Advisory Group (AAG) consisting of representatives of the signatory agencies was formed to guide the process and seek the active participation of the agencies, interest groups and the general public (including Granite Rock Company, San Benito County, San Benito County Builders and Developers Association, San Benito County Farm Bureau, Loma Prieta Chapter of the Sierra Club, (and others), and the participants met monthly from June 1997 to March 1998 to develop a Groundwater Management Plan and

WHEREAS, the AAG and other participants received technical information and advise from a technical advisory group and the consultant retained to prepare the plan document and

whereas, the AAG and other participants have succeeded in completing a Groundwater Management Plan containing goals, objectives, and recommended groundwater management actions that are considered technically sound, reasonable, and acceptable to all of the planning process participants, and

WHEREAS, successful implementation of the plan will require ongoing oversight and interagency coordination, and a Water Resources Association of San Benito County has been proposed for that purpose.

NOW THEREFORE BE IT RESOLVED by the Board of Directors that the San Benito County Water District endorses the goals and objectives of the Groundwater Management Plan, recognizes the importance of the groundwater management issues identified in the plan, and pledges its active support in creating the Water Resources Association of San Benito County and support of the Association’s efforts to provide oversight and interagency coordination of the groundwater management actions set forth in the Groundwater Management Plan.

THE FOREGOING RESOLUTION was adopted at a regular meeting of the Board of Directors of the San Benito County Water District held on April 29, 1998 by the following vote:
