Board of Directors Profiles
Our five member Board of Directors are elected by the residents of San Benito County. Our Board meets on the last Wednesday of every month at 7:30 p.m. (unless otherwise specified) at the District office Board Room.
Division 4 
Robert M. Swanson, PresidentRobert "Bob" Swanson has served on the District's Board since November 1986. Director Swanson is a life-long resident of San Benito County. He has served as Director and past President of the San Benito County Farm Bureau as well as a past Board Director of the 33rd District Agricultural Association for 18 years. As an active beef and vegetable producer in and around our County, Director Swanson has a strong interest in furthering the reliability of our water supply for future generations.

 Frank E. Bettencourt, Vice PresidentFrank Bettencourt has been a member of the District's Board since November 2004. Director Bettencourt has been a resident of San Benito County most of his life. As a previous District employee, with over sixteen years in the water industry, Director Bettencourt holds several water related certifications and continues to build on his education within the industry to help better our county's water supply.

 Kenneth Perry, DirectorKenneth "Ken" Perry joined the District's Board in November 1992. Director Perry, who is originally from Los Baños, has been a resident in San Benito County for over thirty-eight years. As a farmer in the San Juan Valley, he has a strong interest in being actively involved in all aspects affecting the agricultural community. |

 Sonny Flores, DirectorSonny Flores joined the Water District's Board in November 2004. Director Flores was born and raised in San Benito County, and continues to be a resident and active community member. In addition to serving on our Board, he is a member of the San Benito County Behavioral Health Board of Directors. Being in retail management allows Director Flores to interact regularly with the public, which enables him to serve and represent our community. |

 John Tobias, DirectorJohn Tobias has been a member of the District's Board since November 1998. Director Tobias was raised in San Benito County and graduated from Oregon State University. He has owned and operated Tobias Farms since 1976. John has been a member of the San Benito County Farm Bureau and served on the San Benito County Fair Board for 16 years. John has an active interest in the present and future of agriculture in the community. |
